En elPerú, donde el bajo poder adquisitivo de los consumidores afecta la demanda de medicamentos, la provisión del sector público se constituye en un eje fundamental del sistema de salud. Las compras de lasentidades del Sector Público están reguladas por la Ley de Contrataciones y Adquisiciones del Estado. Eneste documento, se realiza el seguimiento de los precios de las licitaciones del Minsa y EsSalud desde elaño 2002. En el caso de EsSalud, los precios de los medicamentos comprados cayeron, en promedio real,en 17.7%, entre los años 2002 y 2003, y en 16.9%, entre los años 2003 y 2005. Ello generó un ahorro de S/. 36,932,153.58 entre los años 2002 y 2003 y de S/. 41,999,021.53 entre los años 2003 y 2005. De las80 clases terapéuticas identificadas en las compras de EsSalud, solo 9 aumentaron de precio. Entre losfactores que explican este aumento de precios, se encuentra el trato preferencial a los productoresnacionales, a través de una bonificación de 20% sobre la sumatoria de la propuesta técnica y económica,la cual determinó que durante el año 2002 ganen la licitación productos nacionales de mayor precio y habría desanimado a laboratorios extranjeros de presentar propuestas en años posteriores. En el Minsa,se observa que los precios de los medicamentos comprados cayeron, en promedio real, en 12.0%, entrelos años 2002 y 2003, y 0.34%, entre los años 2004 y 2005. Además de los potenciales efectos del tratopreferencial a los productores nacionales, la poca caída en los precios del Minsa es el resultado delaumento de los precios referenciales en las bases de las licitaciones y de problemas administrativos al interior del Minsa que habrían generado sobrecostos financieros a sus proveedores con la consiguientereducción de la oferta.
